You are looking at a Vintage The Flash 1990 Shirt Size Medium. The shirt is old school and does have some wear and repairs and holes as seen in the pictures. The shirt is still in decent condition. The tag says Large, but fits like a Medium. Measurements: pit to pit 21.5", back collar to bottom 24.5".
